Overview
Canadian Union of Public Employee's Local 15 - Vancouver Municipal, Education and Community Workers
CUPE Local 15 was organized over 85 years ago and has over 5,000 members working at over 100 different work sites in Vancouver, British Columbia, Canada. Local 15 members work in a diversity of jobs which include clerical, technical, administrative, recreational, educational, cultural, residential , parking enforcement and building service positions. The overall membership is made up of approximately 60% women and one third are part-time workers.
Key Services
Some of the key services Local 15 provides to its members are:
- Negotiates with employers for fair and respectful wages, benefits and working conditions
- Ensures that all members work in a safe and healthy workplace
- Supports members against unfair treatment and harassment
- Ensures that all provisions of the Collective Agreement are upheld by employers
- Represents members' interests to employers, governments, and in the community
- Has specialized staff to fully represent members including Job Evaluation and Legal Representatives
Additional Services
Local 15 offers many additional services to its members. Some of these include:
- Education bursaries to members and their dependants
- Comprehensive training programs for Shop Stewards and activists
- Social events
- Monthly newsletter
- Monthly membership meetings
- Benefits continuance
- Financial assistance if on strike or locked out
Structure
CUPE Local 15-VMECW members work for 17 different employers which are separate individual bargaining units. All Local 15 bargaining units are divided into the following six (6) sectors:

Executive Board & Staff
The Executive Board and Trustees are elected by the Membership at an Annual General Meeting held every April. Each bargaining unit has elected representatives called Sector Representatives - responsible for liaising with the specific bargaining unit. The following is the composition of the Executive:

The President and Secretary Treasurer work full time at the Local office and are the only paid political officers of the Union. Local 15 also employs its own specialized staff including Staff Representatives, a Job Evaluation Officer, Office Support Staff, an Accounting Coordinator and a Building Maintenance Worker. All staff work under the direction of the Executive Board and are an important part of our Local. In addition CUPE directly supplies Local 15 with National Representatives, Legal Representatives and clerical support.
